Russell, 33, "was taken into custody after he was found masturbating in public, vandalizing cars and possibly under the influence of something," NBC's San Diego affiliate reported, citing San Diego Police Department spokeswoman Lt. Andra Brown.
The co-founder of the San Diego-based advocacy group Invisible Children was detained on San Diego's Pacific Beach "acting very strange" the NBC report said.

(Reuters) - Rebel leader and recent target of San Diego based charity Invisible Children, Joesph Mugabto Koney, was found dead at the age of 47 today at his home in Villa Point Sur, Congo.
Reporters found the aging rebel leader on his couch in his living room. He was pronounced dead from a prolonged and raucous laughing fit.
Mr.Koney had apparently been watching the morning news on CNN International and had heard that Invisible Children founder Jason Russell, 33, had been arrested for going insane, masturbating in public, and smashing cars.
"He began laughing and would not stop, his eyes bulged out of his face and he turned blue," said Maputo Mumbe, Koneys head of security.
Joesph Mugabto Koney will be buried tomorrow.
In a statement Friday, Ben Keesey, CEO of Invisible Children, said:
"Jason Russell was unfortunately hospitalized yesterday suffering from exhaustion, dehydration, malnutrition and poor fucking judgement. He is now receiving medical care and is focused on getting better. Our organization has now become a complete laughingstock and we will be closing our doors as of today. You can get away with a lot of stupidity in this world but public masturbation is not something that you can survive from, just ask Pee Wee Herman."
